ILGA-NAC is implementing an eight-month initiative to strengthen economic justice for LGBTQIA+ workers in the Caribbean by fostering collaboration between labour unions and LGBTQIA+ organizations. Building on recent regional research, the project will undertake a multi-country mapping and needs assessment, stakeholder engagement, and knowledge exchange to strengthen workplace inclusion and advance protections against discrimination.

Background

ILGA-NAC is implementing an eight-month initiative to strengthen economic justice outcomes for LGBTQIA+ workers through collaboration with labour unions in the Caribbean. This project builds on ILGA-NAC’s recent regional research on the economic and employment realities of 2SLGBTQIA+ people in the Caribbean. Through a structured multi-country mapping and needs assessment, stakeholder engagement, and knowledge exchange, the initiative seeks to strengthen collaboration between labor unions and LGBTQI organizations. The initiative is designed to strengthen the institutional capacity of labor actors to translate non-discrimination commitments into enforceable workplace protections.

Purpose of the Consultancy

The consultant will lead the technical design and implementation of the research component while supporting labour engagement throughout the project.

Scope of Work

▪ Develop the research methodology, workplan and inception report.

▪ Design survey questionnaires and key informant interview guides.

▪ Map labour unions and relevant stakeholders in selected Caribbean countries.

▪ Coordinate data collection and conduct stakeholder interviews.

▪ Analyse qualitative and quantitative data.

▪ Prepare draft and final Mapping and Needs Assessment Reports.

▪ Prepare presentation materials for the regional dialogue.

▪ Draft a Learning Brief with recommendations.

▪ Provide technical inputs to donor narrative reports.

Qualifications and Experience

▪ Demonstrated knowledge of LGBTQI rights and inclusion, with experience engaging civil society, labor organizations, or human rights actors within the Caribbean

▪ A bachelor’s degree or equivalent professional qualification in labor studies, industrial relations, public policy, sociology, economics, public policy, international development, public health, gender studies, law, or a related field.

▪ Minimum of five years’ experience conducting qualitative and/or mixed-methods research.

▪ Demonstrated experience designing surveys, conducting stakeholder interviews, analyzing qualitative and quantitative data, and producing analytical reports.

▪ Knowledge of labor rights, trade unions, workplace inclusion, or economic justice.

▪ Excellent analytical, writing, and communication skills.

The research will examine the economic and employment realities of LGBTQIA+ individuals in the North American and Caribbean region, focusing on employment trends and industry sectors, workplace discrimination and protections, entrepreneurship challenges, intersectional factors, insights from Canada and the U.S., and opportunities for policy and advocacy.

About the Project

We are commissioning a short-term research consultancy to produce a 12–15 page report on the economic and employment realities of LGBTQIA+ people in our region. The research will explore:

  • Employment patterns and sectors
  • Workplace discrimination and protections
  • Entrepreneurship and barriers to finance
  • Intersectional factors (gender identity, race, disability, migration)
  • Comparative insights from Canada and the U.S.
  • Policy and advocacy opportunities

Role & Responsibilities

  • Conduct desk research and literature review
  • Interview 10–15 LGBTQIA+ workers, entrepreneurs, activists, or union representatives
  • Analyse and synthesise findings into a 12–15 page report and 1-page advocacy brief
  • Provide input for social media content based on findings

Consultant Profile

  • Proven qualitative and/or mixed-methods research experience
  • Understanding of LGBTQIA+ issues in the Caribbean, Canada, and/or U.S.
  • Strong report writing and communication skills
  • Cultural competence and sensitivity to working with marginalised communities
  • Familiarity with economic justice or labour market issues (asset)

Contract Details

  • Duration: Approx. 3 months (start September 15, 2025)
  • Fee: €1,500 (inclusive of all taxes and expenses)
  • Location: Remote
